ENERGY AND ROAD PROJECTS IN THE FOREFRONT

Gujarat was the first state to enact a legal framework for public-private partnership in the infrastructure sector through Gujarat Infrastructure Development Board. Today, private participation in the state encompasses the entire infrastructure sector that includes power, oil and gas, roads and bridges, railways, ports, airports, and urban. Projectmonitor looks back at some of the key contracts, including EPC, awarded to public and private sector companies during the current year. Power  Larsen & Toubro Ltd secured a contract valued at over 1,100 crore from state-run Gujarat State Electricity Corporation Ltd to set up a 1x375 mw gas-based power plant at Dhuvaran near Baroda on EPC basis, in February 2011. L&T's scope includes design, detailed engineering, supply, installation, and commissioning of the complete power plant on a turnkey basis. The plant will incorporate state-of-the-art advanced class gas turbines and high-efficiency steam turbines from Siemens AG, Germany, which will be procured by L&T. In December 2010, the company won a 258-crore turnkey order from Kiran Energy Solar Power Pvt. Ltd for a 20-mw grid connected solar photovoltaic plant at Patan. In July 2010, Siemens was awarded contracts for the turnkey construction of two combined cycle power plants in Gujarat, UNOSUGEN and DGEN, by Torrent Power Ltd and Torrent Energy Ltd, respectively, part of Torrent Group of Ahmedabad. The contracts include longterm service agreements. Siemens Ltd and Siemens AG, Germany, will execute the two projects based on state-of-theart technology. The UNOSUGEN combined cycle plant, which will have an installed capacity of approximately 400 mw, will be built in the vicinity of Surat. The company will erect the DGEN power plant comprising three combined cycle units with a total installed capacity of 1,200 mw in Dahej SEZ. Oil & Gas  In April 2010, L&T Ltd won a critical offshore platform contract from Gujarat State Petroleum Corporation Ltd valued at 1,060 crore. GSPCL awarded this project to accelerate production of first oil and gas from the KG basin by 2012. L&T will be responsible for survey, engineering, procurement, fabrication, and installation of wellhead platform. In October last year, a consortium led by Gujarat State Petronet Ltd won two pipeline contracts-a 1,600-km pipeline from Mallavaram on the east coast of Andhra Pradesh to Bhilwara in Rajasthan and a 740-km Bhatinda- Jammu-Srinagar line. The consortia include IOCL, HPCL and BPCL. Both the pipelines will cost 6,000 crore each to build. Roads  In November 2010, GVK Power & Infrastructure Ltd of Hyderabad emerged as the preferred bidder for six laning the existing threelane 101.9-km long Bagodara- Wataman-Tarapur-Vasad Road in Gujarat on BOT basis. The project involves an investment of about 1,000 crore. On completion of the 27-year concession period, including construction period of 2.5 years, the project will be handed over to Gujarat State Road Development Corporation Ltd. GVK Bagodara Vasad Expressway Pvt. Ltd, a step-down subsidiary, signed the concession agreement with GSRDCL in February this year. Ports  In February this year, Elecon Engineering Company Ltd received orders worth 82 crore from Tecpro Systems Ltd and Adani Murmugao Port Terminal to design, manufacture and supply equipment. The Gujarat-based firm received a 64.45-crore order from Tecpro Systems for supply of spares for a coal handling plant. The balance 17.57 crore order was bagged by Adani Murmugao Port Terminal for supply of bucket wheel stacker. EPC  Libra Techcon Ltd, the Mumbaibased company offering technology and engineering services for chemical process plants, was, last February, awarded a 60-crore order for residual basic engineering, detailed engineering, and project management consultancy services for Indofil Chemicals Company's greenfield project at Dahej. The speciality and performance chemical division of ICC is setting up a new 60,000-tpa acrylate polymers manufacturing unit in Dahej. The project is expected to be completed by August this year. HCC Ltd is constructing the 57- km long Kachchh Branch Canal (Package-II) for the state-run Sardar Sarovar Narmada Nigam Ltd. The scope of the EPC contract, valued at 345 crore, is design and construction, services and approach roads, and maintenance work for five years. The project, awarded last month, is scheduled for completion by December 2013. The water division of IVRCL Infrastructure & Projects Ltd bagged an order for a plant water system package for Kakrapar Atomic Power Project-3&4 near Surat from Nuclear Power Corporation of India Ltd. The 100.33- crore project was awarded last December and is slated for completion in 36 months. The scope includes supply, civil works, erecting, commissioning, and operation and maintenance. The plant water system package includes design, engineering, sump and pump modal study, cross-country piping, pretreatment plant, filtration, and DM water plant. Buildings  Nagarjuna Constructions Company Ltd won a 254-crore order from Commissionerate of Health, Ahmedabad, for construction of hospital buildings in 30 months. Water & Sewage  Jaihind Projects Ltd was awarded a 43-crore order by Rajkot Municipal Corporation for providing, lowering, laying, jointing and testing of a sewage collective system under the Rajkot Underground Sewage Project, Phase-IIPart- III, in August 2010.
